About Phil

Steady leadership, built on decades of service.

Phil Paule has represented Division 1 on the EMWD Board of Directors since 2007, serving multiple terms as Board President.
 

Phil brings decades of public service experience, currently serving as Chief of Staff for a Riverside County Supervisor. He has been a consistent advocate for engaging state and federal legislators — work that has helped make EMWD a national leader in securing outside grant funding to keep costs down for residents.
 

He also serves on EMWD's Executive, Administrative, Retirement Trust, and Deferred Compensation Administrative Oversight committees, represents EMWD on the Santa Ana Watershed Project Authority, and serves as an alternate to the Western Riverside Council of Governments.

Phil lives in French Valley with his wife, Julie, and their two adult sons. He remains active in youth organizations across the region.

Throughout my service, I have worked diligently to deliver affordable, reliable, and high-quality water service for our families, farms, and businesses.
 

My guiding principle remains unchanged: I will always vote to keep rates as low as possible while maintaining excellent, dependable service and investing responsibly in our infrastructure. I have consistently opposed unnecessary rate hikes and supported fiscally sound budgets that protect ratepayers first. I am especially proud that we have installed public water fill stations at all schools in our service area, providing students, staff, and families convenient access to safe, free drinking water while reducing single-use plastics.
 

Under my leadership, EMWD continues to deliver excellent water quality. The District routinely conducts more than 48,000 water quality tests annually, and our water consistently meets or exceeds all state and federal drinking water standards. I remain committed to proactive measures, including PFAS remediation, smart infrastructure upgrades, and conservation programs to meet future needs without burdening customers.

 With proven experience and a strong record of results, I will continue fighting for balanced, responsible leadership. I respectfully ask for your vote to keep experienced, ratepayer-focused leadership working for you."
